At the heart of the regeneration programme are plans to build more than 5,000 new and replacement homes, a requirement of the London Plan.

As well as providing homes for newcomers in Heygate, Castle House, Elephant Road and the new South Central zone, Heygate Estate residents will be relocated to sites mainly in Harper Road, Rodney Road and South Newington.  Residents moved into their new accommodation in Wansey Street in summer 2006.

The main principles underpinning the improvements to housing are:

  • high quality build standards, so homes are attractive to local people, as well as being energy efficient and sustainable;
  • high quality design – to ensure this, the council has separated design and housing management functions, selecting a panel of 15 leading architects, including de Rijke Marsh Morgan, from more than 80 who expressed an interest;
  • a more balanced housing mix – 50 per cent affordable and 50 per cent available on the open market.

Southwark Council has also committed itself to a ten-year programme of improvements to its existing housing. The first step will be a stock condition survey, followed by an option appraisal, including consultation with residents.
